The WPCA, in accordance with the federal Environmental Protection Agency (EPA) and CT Department of Environmental Protection (DEP) regulations, establishes policies and regulations for the operation of the water and sewer departments of the Town of Montville, and establishes procedures for the collection and posting of fees and assessments consistent with recommendations of the town auditor. The WPCA plans and directs the development, financing, construction and operation of water and wastewater supply, disposal and distribution facilities required to properly serve the needs of the town and is also responsible for developing a regional water supply and distribution system.
The WPCA has played a major role in the Thames Basin Interconnection Water Project which will handle our current water needs being serviced from two neighboring water suppliers. This plan will involve the Town owning all piping, pumping stations, tanks and appurtenances. The Town of Montville operates the water system and does the billing. The setting of water rates is approved by the Montville Town Council after being recommended by the WPCA.

- The WPCA Administrative Office, which is located in Town Hall.
- The WPCA Treatment Facility located on Pink Row in Uncasville.
