Fire Marshal

 

The Town of Montville is seeking a dedicated and experienced Fire Marshal.  This job offers a competitive salary, along with an excellent benefits package.

SUPERVISION RECEIVED:  The Fire Marshal works under the general supervision of the Mayor.

 

SUPERVISION EXERCISED: The Fire Marshal provides supervision to the Fire Marshal’s office support staff, volunteer support staff, the Deputy Fire Marshal and the Fire Inspector.

 

EXAMPLES OF ESSENTIAL DUTIES AND RESPONSIBILITIES FUNCTIONS

 

Plans and organizes the work of the Fire Marshal’s office. 

 

Administers and directs the Fire Inspection and Prevention Program for the Town of Montville. 

 

Consults with superiors regarding the scheduling of emerging priorities. 

 

Participates in the development of near‑term, long‑range planning, and strategies to meet fire prevention and fire safety objectives of the Town.

 

Serves as the principal inspector of buildings and facilities, to assure conformance of building structures with the Fire Code.  Collaborates with the Building Official in the technical review of, and provides commentary on all building and development proposals, including the reviewing plans and specifications for new construction, to ensure compliance with applicable codes.  Performs code enforcement inspections of all properties, and recommends enforcement action as necessary. 

 

Resolves compliance problems with contractors, and architects within scope of knowledge and authority. 

 

Investigates all fires and explosions within the Town of Montville, prepares incident reports for submission to the Office of the State Fire Marshal on a monthly basis, and recommends enforcement action as necessary.

 

Maintains records of fire investigations, inspections, permits and education in accordance with State Statutes.

 

Conducts pre‑blast inspections at blasting sites, unannounced inspections of blasting sites for the purpose of regulation enforcement, and issues permits to use, transport and purchase explosives.

 

Inspects all proposed firework sites within the Town of Montville prior to approving permit applications, and attends all firework shows to enforce fireworks’ regulations.

 

Participates in the testing and/or inspection of sprinkler systems, fire pumps, fire alarm systems, emergency lighting and other fire prevention and/or protection systems.

 

Inspects all outside events where there is a tent with a potential occupancy of 100 or more persons or greater than 1200 square feet, and provides fire detail at events such as carnivals, fairs, Pow‑wows, etc.

 

Acts as the Town of Montville’s Open Burning Official, as appointed by the Department of Environmental Protections, Air Compliance Unit, submitting monthly issued permits to the DEP.

 

Provides technical assistance on fire prevention matters to all Town Boards, Commissions, and Departments.

 

Prepares informative articles on fire safety and prevention for public release and speaks to school, civic and private organizations regarding fire safety and prevention.

 

Fights fires, and assists in emergency lifesaving procedures.

 

Responds to all fire calls or community disasters within the Town.

 

Occasionally works during the night hours on specific assignments such as (1) fire investigations; (2) special inspections; and (3) place of assembly capacity checks.

 

Participates in professional firefighting organizations to remain current on developments of value to Town government.

 

Attends the monthly Public Safety Commission meetings, and collaborates with the assigned liaison of the commission.

 

Regular attendance is a requirement of this position.

 

Establishes and maintains effective and courteous working relationships with State and Federal Officials, Town Officials, public officials, the general public, other departments and agencies, and co-workers.

 

 Career Firefighter Supervisor

 

Supervises all full‑time career and part‑time firefighters including, but not limited to, discipline, accident investigations, employee complaints, monthly training schedules and emergency situations in the absence of a volunteer fire officer.

 

Prepares the annual fire protection budget for the Town.

 

Establishes safety policies and procedures, as needed.

 

Schedules overtime to ensure all shifts are covered.

 

Collects, reviews, approves and submits weekly time sheets.

           

Maintains Town Owned Fire Apparatus relevant to scheduled maintenance

 

Emergency Management Director

 

Plans, organizes, directs and coordinates the Town’s emergency management program.

 

Serves during emergencies as a primary assistant and staff coordinator to the Mayor. 

 

Plans for emergencies during both peace and wartime, including coordinating, recruiting and training volunteers to perform tasks not assigned to Town Departments and assists police, fire and other departments with radiological training, as needed.

 

Acts on behalf of the Mayor to carry out emergency management activities.

 

Acquires and maintains emergency management equipment. 

 

Prepares the emergency management budget.

 

Supervises the day‑to‑day operations of the emergency operations center and assures its readiness.

 

Coordinates and participates in all Nuclear Power Station drills.

 

Maintains hazardous material information for the Town, and keeps the Hazardous Material Plan current.

 

Keeps all emergency plans such as the Town’s Emergency Operation Plan, and Radiological Response Plan updated.

 

Applies annually for grants for State and Local assistance for emergency management.

QUALIFICATIONS PROFILE

 

Knowledge, Skills  & Ability

 

Thorough knowledge of modern fire prevention principles, procedures, techniques and equipment.

 

Thorough knowledge of the current Connecticut Fire Safety Code and all other codes, rules, regulations, and policies pertaining to fire safety.

 

Thorough knowledge of fire inspection techniques.

 

Thorough knowledge of building, electrical, mechanical and fire codes.

 

Thorough knowledge of first aid procedures.

 

Considerable knowledge of construction.

 

Ability to fight fires, and assist in emergency life‑saving procedures.

 

Ability to apply standard fire prevention techniques effectively.

 

Ability to read and interpret blueprints, plans, specifications and drawings.

 

Ability to work accurately with names, numbers, colors, codes and/or symbols.

 

Ability to use all emergency equipment in the Town.

 

Knowledge of English sufficient to speak, read and to understand written orders, to prepare reports, and to be able to use the telephone and communicate necessary information.

Education, Experience and Training

 

Associate’s degree in firefighting technology and administration; eight years experience in firefighting, including three years in fire inspection; or any equivalent combination of training and experience.

 

A post‑offer/pre‑employment physical examination (within the past six months) which shall include a statement from the physician that employee is capable of fulfilling the requirements of the job.

 

Training school attendance, as may be required during employment to keep current with new technology and fire investigative techniques.

 

 

License or Certificate

 

State of Connecticut Certification as a Fire Marshal, in accordance with Connecticut Statutes.

 

State of Connecticut Emergency Medical Technician B (Defibrillation, MAST and PTL) Certification.

 

State of Connecticut Motor Vehicle operator’s license; Type 102 with "Q" endorsement.

 

Certified Fire Inspector I in accordance with NFPA 1031.

 

PHYSICAL DEMANDS

The employee is occasionally required to climb stairs to various levels; bend or twist; stoop, kneel, crouch or crawl; taste and smell; sit; drive; get in and out of vehicles; tolerate exposure to weather, domestic animals and environmental allergens.  The employee must maintain continuous visual acuity including close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. 

 

While performing the duties of this job, the employee frequently works in outside weather conditions.  The employee may work near moving mechanical parts and/or in high precarious places and is occasionally exposed to extreme cold, extreme heat, rain, snow, wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.  The noise level in the work environment is usually quiet in the office, and moderate to extremely loud in the field.
