Standing Committees gather specific information to present to the full Town Council with a recommendation for action.  The duties and legislative jurisdiction of each committee are described below.

Standing Committee Duties and Legislative Jurisdiction
Town Administration Duties - Review as required and recommend legislative action concerning:
  1. Wages, salaries, and benefits of Town Employees as required by the Town Charter.
  2. Fees charged by any Town agency as required by the Town Charter.
  3. Other needs of agencies not under the legislative jurisdiction of any other committee.
Legislative Jurisdiction:  All agencies not listed in the jurisdiction of any other standing committee.
Finance Duties - Review as required and recommend legislative action concerning:
  1. The annual municipal budget.
  2. The raising of revenue through taxation, borrowing of funds and applying for grants.
  3. Purchasing procedures, budget transfers and increases.
  4. The needs of the Board of Education.
Public Works Duties - Review as required and recommend legislative action concerning the Town's infrastructure.

Legislative Jurisdiction - Public Works Department, (except functions listed for Solid Waste Disposal Committee) Parks and Recreation Commission (parks only), Planning and Zoning Commission, Inland-Wetlands Commission, and the Zoning Board of Appeals.
Rules and Procedures Duties - Review as required and recommend legislative action concerning:
  1. The rules and procedures of all agencies of the Town.
  2. Review new legislation enacted by the State of Connecticut as it affects the Town and recommends action by the appropriate Town agencies.
  3. Periodically review the Town Charter for possible changes.
Solid Waste Disposal Duties - Review as required and recommend legislative action concerning all aspects of disposing of the Town's solid waste.

Legislative Jurisdiction - All landfill operations, recycling program, and SCRRRA functions.

 

All Standing Committees established by the Council and all sub-committees established by the Committees shall be composed of Council members unless otherwise approved by a two-thirds (2/3) vote of those members present and voting.

No Standing Committee shall have more than three (3) members.

All Standing Committees and their sub-committees shall be empowered to meet with and exchange information with any Town employee, provided the Mayor has given prior approval, for the purpose of monitoring the activities of the agencies under the Committee's jurisdiction and preparing legislation concerning the activities of these agencies for action by the Council.  The Committee shall prepare monthly reports to the Council, including votes taken.  Minority reports may also be submitted at the discretion of the minority.

Each Standing Committee shall include an item on their agendas for Remarks by the Public.
